You have two basic options:

You can choose a complete replacement of the roof system, involving a tear off of your existing roof or re-covering the existing roof. If you’ve already had one re-cover installed on your original roof, local building code requirements may not allow more than one roof system re-cover before a complete replacement is necessary. Commercial Roofing

Chances are you can save money by installing a new roof without removing the existing roof if you only have one roof on your building; meaning there has never been a reroof done previously.

There are instances where a roof tear-off is required however.

•  Your building already has had a reroof. Legally commercial buildings may not have more than two roofing layers. The reason is to prevent excess weight and stress on the structure of the building.
•  Your building’s roof is unsafe. If your roof is damaged or unstable, your existing roof will need to be stripped in order to install a new working roof.

There are several factors that can contribute to the cost of a new roof. Here are some of them:
